Introduction


  • Introduction to the set of documentation on Inclusive Education and Disabilities

    The UNICEF Regional Office for Latin America and the Caribbean is committed to assisting UNICEF Country Offices in the region to guarantee that all children and adolescents enjoy those rights stipulated in both the Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities (CRPD), with a special emphasis on the right to education for all.


    Articles 28 and 29 of the CRC express the aim of guaranteeing quality education for all and providing the required holistic support to develop each child’s potential. Article 24 of the CRPD affirms the right of persons with disabilities to inclusive education without discrimination and on the basis of equality of opportunity. The targets laid out in international frameworks such as the World Fit for Children (WFFC), Education for All (EFA), Millennium Development Goals (MDGs) and “Metas Educativas” 2021 highlight the global importance and priority of education for all, and provide a clear framework for mobilizing and guiding countries to ensure that young children have access to integrated care during early childhood that include early education, and that all children and adolescents have access to and complete at least a primary education of good quality – with an emerging focus on the need for post-primary education.


    Important progress has been made in recent decades towards achieving EFA goals and MDG Goal 2, which target universal access to and completion of primary school by 2015. However, lingering gaps remain in most countries, especially for reaching and including the children and adolescents most at-risk for exclusion and poverty. Children with disabilities are among the most excluded.


    UNICEF launched the Child-Friendly Schools (CFS) initiative as a systemic strategy for achieving MDG 2 and EFA goals and fulfilling CRC commitments. The CFS approach seeks to get all children into school, while simultaneously guaranteeing the quality of learning opportunities and results. The combined involvement of schools, students, family and communities is critical. CFS encompasses a multidimensional concept of quality and seeks to address the total needs of the child as a learner and active participant. In line with CFS principles and focus, inclusive education (IE) is seen as a means to create education systems that fulfill the rights and meet the needs of all children and adolescents, given that many groups are currently denied their rights to quality education and learning.


    Achieving the right to inclusive quality education for all poses a major challenge – but it can be overcome. However, if sustainable efforts are not made to include those most excluded – children with disabilities – achievement of MDG and EFA goals will not be possible. Experiences in both Child-Friendly Schools (and similar models) and inclusive education approaches provide a solid base for moving forward to offer opportunities that allow all children and adolescents to reach their optimal development.

    The following set of materials includes: (1) the main reference module on “Inclusive Education for Children with Disabilities – linking with Child-Friendly Schools” and (2) additional resource documents and publications on the topics of inclusive education and disabilities. These initial products aim to provide UNICEF personnel, counterpart decision-makers, and technical staff with guidance for assisting in the planning, capacity-building and implementing of inclusive education strategies linked to Child-Friendly School (CFS) approaches and/or other similar models.


    This compilation is the result of an expanded process to prepare and identify materials, mainly focusing on operational issue, policies and advocacy, offering to UNICEF Country Offices and counterparts with an “expanded menu” of resource/support materials. The kit includes:

     

    Reference module: this document, focusing on inclusive education and CFS, serves as a reference material for planning, training and other material development. Updating can be undertaken as new information and experiences are identified and analyzed.


    Resource materials: publications and documents related to this topic in multiple languages are included for further referencing and use.

     

    This reference module and resource material package is divided into specific sections, which includes the following topics:

    Introducción al conjunto de documentos sobre educación inclusiva y discapacidad

    La Oficina Regional de UNICEF para América Latina y el Caribe tiene el compromiso de contribuir con las oficinas de país de UNICEF en la región para garantizar que todos los niños, niñas y adolescentes disfruten de los derechos estipulados en la Convención sobre los Derechos del Niño (CDN) y la Convención sobre los Derechos de las Personas con Discapacidad (CDPD), con énfasis especial en el derecho a la educación para todos.


    Los Artículos 28 y 29 de la CDN expresan el objetivo de garantizar una educación de calidad para todos y proporcionar el apoyo integral necesario para desarrollar el potencial de cada niño. El artículo 24 de la CDPD reconoce el derecho de las personas con discapacidad a una educación inclusiva, sin discriminación y con igualdad de oportunidades. Los objetivos establecidos en los marcos internacionales como el Mundo Apropiado para los Niños (WFFC), Educación para Todos (EPT), los Objetivos de Desarrollo del Milenio (ODM) y las Metas Educativas 2021 resaltan la importancia y la prioridad de la educación para todos a nivel mundial, y proporcionan un marco claro para movilizar y orientar a los países para asegurar que las niñas y niños pequeños tengan acceso a cuidados integrales durante la primera infancia que incluyen educación inicial, y que todos los niños, niñas y adolescentes tengan acceso y completen al menos una educación primaria de calidad - con un enfoque emergente sobre la importancia de la educación post-primaria.


    Se han logrado avances importantes en las últimas décadas hacia el logro de objetivos de la EPT y el Objetivo 2 de los ODM, cuyas metas son lograr acceso y la conclusión de la educación primaria de manera universal para el año 2015. Sin embargo, persisten brechas importantes en la mayoría de los países, especialmente para alcanzar e incluir a los niños, niñas y adolescentes con mayor riesgo de exclusión y pobreza. Los niños y niñas con discapacidad se encuentran entre los más excluidos.


    UNICEF puso en marcha la iniciativa de las Escuelas Amigas de la Infancia (EAI) como una estrategia integral para alcanzar el ODM 2, los objetivos de la EPT y el cumplimiento de los compromisos de la CRC. El enfoque de EAI busca que todos los niños vayan a la escuela y al mismo tiempo garantizar la calidad de las oportunidades de aprendizaje y los resultados. La participación conjunta de las escuelas, estudiantes, familias y comunidades es fundamental. CFS abarca un concepto multidimensional de la calidad y aborda todas las necesidades del niño como alumno (educando) y como participante activo. De acuerdo con los principios y el enfoque del modelo EAI, la educación inclusiva (IE) es vista como un medio para crear sistemas educativos que satisfagan los derechos y las necesidades de todos los niños, niñas y adolescentes, teniendo en cuenta que a muchos grupos se les niega actualmente su derecho a una educación de calidad y el aprendizaje.


    Lograr el derecho a la educación inclusiva de calidad para todos es un gran desafío - pero puede ser superado. Sin embargo, si no se hacen esfuerzos sostenibles para incluir a los más excluidos - los niños con discapacidad - el logro de los objetivos de la EPT y los ODM no será posible. Las experiencias en las Escuelas Amigas de la Infancia (y modelos similares) y los enfoques de educación inclusiva proporcionan una base sólida para continuar ofreciendo oportunidades que permitan a todos los niños, las niñas y los adolescentes alcanzar un desarrollo óptimo.

     

    Este conjunto de materiales incluye: (1) el módulo principal de referencia sobre "La educación inclusiva para niños con discapacidad - y su vinculación con escuelas amigas", y (2) documentos y publicaciones adicionales sobre educación inclusiva y discapacidad. Estos materiales iniciales tienen como objetivo proporcionar al personal de UNICEF, a tomadores de decisiones de contrapartes, y a personal técnico, guías para orientar la planificación, creación de capacidades y la implementación de estrategias de educación inclusiva vinculadas a los enfoques de EAI y /u otros modelos similares.
    Esta compilación es el resultado de un amplio proceso para preparar e identificar materiales referidos principalmente a temas operativos y de abogacía, para ofrecer a las oficinas de UNICEF a nivel de país y sus contrapartes un "amplio menú" de materiales y recursos de apoyo.

    Módulo de Referencia: este documento enfocándose en educación inclusiva y EAI, sirve como un módulo de referencia para la planificación, capacitación y el desarrollo de otros materiales. El mismo puede ser actualizado a medida que se identifiquen y analicen nueva información y experiencias.

    Recursos: se incluyen publicaciones y documentos en varios idiomas relacionados con el tema para su uso y referencia.
